There is no mandate on when to start transmitting in HD.
Most likely, local stations, will continue to share bandwidth among HD and SD broadcasts. Remember, a big percentage of viewers will still watching using basic (analog) Cable and converter boxes for quite some time.

The only mandate was to start transmitting in digital. There’s no requirement to transmit in HD and I haven’t heard of anything planned along these lines. The FCC needed an excuse to clear some frequencies from the TV allocation so they could be used for other purposed such as public safety. The switch to digital did this. Certainly the digital signal looks much better than the old analog and that’s after I use a converter box to change it back to analog for my older TV.
